MATJHABENG SERVICE DELIVERY SUMMIT IN FULL SWING AT FEDER MEYER HALL

The Matjhabeng Local Municipality Service Delivery Summit is currently underway at Feder Meyer Hall in Welkom, bringing together a broad spectrum of stakeholders to engage on service delivery issues and collaborative solutions.
The summit features presentations from key institutions, including the Department of Cooperative Governance and Traditional Affairs (COGTA), Department of Water and Sanitation, Department of Education Lejweleputswa, South African Police Service (SAPS), South African Local Government Association (SALGA), Renergen, Department of Mineral Resources and Energy, Thabo Mbeki Foundation, and the Matjhabeng Local Municipality.
In attendance are Members of the Mayoral Committee, Ward Councillors, Ward Committees, Institutions of Higher Education , Faith-Based Organisations, Traditional Leaders, Business Community representatives, Community Leaders, School Governing Bodies (SGBs), Non-Profit Organisations (NPOs), and various other stakeholders from across Matjhabeng.

Matjhabeng Service Delivery Summit

This morning, Executive Mayor of Matjhabeng Local Municipality, Cllr. Thanduxolo Khalipha, alongside Lejweleputswa District Executive Mayor, Cllr. Veronica Ntakumbana, officially welcomed the Deputy Minister of Cooperative Governance and Traditional Affairs (COGTA), Honourable Dr. Namane Masemola, to the Matjhabeng Service Delivery Summit.
The summit, taking place today at Feder Meyer Hall in Welkom, brings together key stakeholders to reflect on progress, confront service delivery challenges, and explore solutions for improved governance and community development.
Also part of the high-level engagement is the Chief Executive Officer of Renergen, Mr. Stefano Marani, accompanied by the company’s Chief Operating Officer, Mr. Nick Mitchell, underscoring the private sector’s role in supporting infrastructure development and local economic growth.

Sewer Infrastructure Revival Programme.

Today, the Executive Mayor of Matjhabeng Local Municipality, Cllr. Thanduxolo Khalipha, officially handed over the refurbished Western Pump Station in Welkom, marking progress in the Municipality’s Sewer Infrastructure Revival Programme. The project forms part of the broader Emergency Sanitation Recovery Programme, launched after Matjhabeng was declared a disaster area due to collapsing sewer systems and widespread overflows. ...

The programme is supported by the Department of Water and Sanitation (DWS), under Minister Pemmy Majodina, with Vaal Central Water as the implementing agent. National government has allocated over R3 billion toward this effort.
The Western Pump Station, previously known for frequent failures, has been upgraded into a modern and secure facility. Key improvements include a new access road, upgraded security (triple-layer fencing, CCTV, alarms, biometric access), building repairs with added safety features, and flood prevention work.

Mechanically, the station received three new high-capacity pumps, complete pipework replacement, and advanced monitoring instruments. Electrical upgrades include new lighting, a modern MCC panel, and a standby diesel generator.
Executive Mayor Khalipha thanked all stakeholders for their role in the project and called on residents to help maintain the infrastructure by avoiding the disposal of harmful items into the sewer system and reporting vandalism or theft. He emphasised that this is not just about fixing infrastructure but restoring public confidence and dignity.
More pump stations and Waste Water Treatment Plants across Matjhabeng are currently under refurbishment, with several handovers expected in the coming months.
The Municipality also acknowledges the involvement of local SMMEs in the project, which helped create jobs and support small businesses.

The successful completion of the Western Pump Station reflects the Municipality’s commitment to reliable, sustainable, and dignified sanitation services for all communities

ATTEMPTED THEFT OF MUNICIPAL INFRASTRUCTURE FOILED IN ST. HELENA
The Matjhabeng Local Municipality strongly condemns the persistent theft and vandalism of critical municipal infrastructure, acts which not only disrupt service delivery but also pose serious risks to public safety.
On the 25th of June 2025, seven unidentified African males were observed attempting to load a manhole cover into a vehicle in St. Helena....

Their criminal activity was interrupted by members of the South African Police Service (SAPS) who were conducting a routine patrol in the area.
Upon noticing the police vehicle, the suspects abandoned the stolen municipal property and fled the scene on foot, leaving their vehicle behind. The abandoned vehicle has since been secured by law enforcement and forms part of an active investigation.

The Municipality commends the prompt and effective response by SAPS and reaffirms its commitment to working hand-in-hand with law enforcement agencies to curb the theft and destruction of public infrastructure.
We urge residents to remain vigilant and to report any suspicious behaviour to the relevant authorities.
Safeguarding municipal infrastructure is a collective responsibility. By working together, we can ensure that Matjhabeng remains a safe, functional, and service-driven municipality.

MATJHABENG LOCAL MUNICIPALITY CONDEMNS THEFT OF MANHOLE COVERS AND WARNS AGAINST INFRASTRUCTURE VANDALISM.

The Matjhabeng Local Municipality is deeply concerned about the rising incidents of theft and vandalism targeting critical municipal infrastructure, particularly the recent trend involving the theft of manhole covers across our towns.
In a recent incident, a taxi driver was apprehended by the Matjhabeng Municipal Security Services following a tip-off from an alert member of the public who photographed the theft in progress. The images were forwarded to municipal law enforcement , prompting immediate action. The vehicle’s registration number was circulated through the SAPS NATIS system, enabling authorities to swiftly trace and arrest the suspect.

The individual later led law enforcement officers to a scrapyard where the stolen manhole cover had been sold.
The municipality commends the swift response of law enforcement, the vigilance of the public, and the collaborative efforts that led to this arrest. This case underscores the importance of community involvement in safeguarding public infrastructure.
We wish to strongly condemn the theft and vandalism of municipal property. These criminal acts not only compromise the safety of residents and road users but also place an unnecessary financial burden on the municipality, diverting resources from essential service delivery. Residents are urged to remain vigilant and report any suspicious activity to municipal officials or SAPS immediately.
Let us work together to protect our infrastructure for the benefit of all.
