Executive Mayor Thanduxolo Khalipha Hosts Sectional Mayoral Imbizo in Ward 18
Executive Mayor Thanduxolo Khalipha, accompanied by Members of the Mayoral Committee, MMC Buda Ramalefane, MMC Buti
Mojalefa, MMC Jaja Radebe and Ward 18 Councillor Itumeleng Maruping, hosted a sectional Mayoral Imbizo at Rearabetswe
Secondary School in Kutlwanong.
The engagement aimed to update residents on key sewer infrastructure projects currently underway in Kutlwanong, which
are expected to significantly reduce sewer spillages and related challenges in the area.
Among these projects is the refurbishment of the Kutlwanong Waste Water Treatment Works, which is scheduled for
completion in the coming months....
The Executive Mayor also touched on broader developments in Matjhabeng, including the upcoming opening of new mining
operations, such as Gold One and the planned establishment of Renewable Energy Hubs aimed at boosting local economic
growth.
During his address, the Mayor announced that several pump stations were officially handed over in June. He further
indicated that additional contractors will soon be appointed for the refurbishment of more pump stations in various
wards, as part of a broader ministerial intervention requested by the municipality to address ongoing sewer
infrastructure challenges.
He also provided updates on the ongoing sewer network upgrades and the improvement of Du-Plesis Road in Kutlwanong,
highlighting the municipality’s continued investment in critical infrastructure.
However, Mayor Khalipha raised concerns about acts of deliberate vandalism and sabotage targeting municipal
infrastructure, warning that such actions severely undermine service delivery.
He appealed to residents to take responsibility for safeguarding public assets and to report any suspicious or criminal
activity.
The Mayor further urged the community to avoid flushing foreign objects into the sewer system, as these contribute to
blockages and system failures.
He called on residents to act as custodians of municipal infrastructure—particularly pump stations and wastewater
treatment facilities.
Looking ahead, the Executive Mayor reaffirmed his vision of transforming Matjhabeng into a thriving hub of investment,
job creation, and opportunity.
He emphasised the importance of empowering local SMMEs, promoting skills development, and supporting education. He also
reiterated the commitment to prioritising local businesses in development projects, while maintaining a firm stance on
the need for quality and competency in service delivery.

PREMIER MAQUEEN LETSOHA-MATHAE REBUKES DELAYS IN THE ALLANRIDGE EMERGENCY HOUSING PROGRAMME
On Tuesday, 08 July 2025, a visibly displeased Free State Premier MaQueen Letsoha-Mathae, flanked by MEC for CoGTA and
Human Settlements Saki Mokoena and the Executive Mayor of Matjhabeng Local Municipality, Councillor Thanduxolo Khalipa,
presided over a robust Allanridge Emergency Housing Intervention meeting held in Nyakallong, Matjhabeng.

The multi-disciplinary task team meeting follows a series of planning sessions, many of which have been characterised as
stalling and unfruitful, in light of the plight of the affected residents.
These meetings have taken place since floods as a result of the Harmony Mine voelpan overflow, which affected over 27
families and many other residents of Allanridge. The emergency intervention aims to relocate at least 77 families to
earmarked sites that are more habitable and health-friendly.
The meeting reflected clear commitments and political will from all three spheres of government. However, the Premier
sternly rebuked the lack of urgency and commitment demonstrated by some key stakeholders to ensure speedy progress.
“We cannot continue,” said the Premier, “to move at a snail’s pace while our people continue to live in health hazardous
environments and life-threatening structures.
We are talking about the lives of people, not mere statistics. We must move with speed. We have made a commitment to our
people, and it will be fulfilled. People must occupy their houses this year, 2025.
The meeting concluded with a site visit to the earmarked land. This will be followed by a conditional assessment of the
bulk infrastructure.
Executive Mayor Thanduxolo Khalipha today joined the Virginia-based Electrical Maintenance Teams on the ground as they
worked tirelessly to restore electricity to the affected areas of X5 and Saaiplaas.
During his visit, the Executive Mayor extended his heartfelt appreciation to the teams for their dedication and
resilience in delivering critical services under difficult conditions....
Demonstrating his commitment to supporting municipal employees, Cllr. Khalipha reaffirmed his unwavering backing for the

In a bold and proactive effort to cultivate a lasting culture of cleanliness, civic responsibility, and community pride,
Executive Mayor Thanduxolo Khalipha, alongside Members of the Mayoral Committee (MMCs) and management from the Office of
the Executive Mayor, embarked on a clean-up initiative this afternoon.
This weekly clean-up campaign, set to take place every Friday from 14h00 to 16h00, sees municipal leadership stepping
out of their offices and into the streets—literally....
By rolling up their sleeves and participating in two-hour cleaning sessions in the Central Business District (CBD) and
other identified hotspots, the Municipality is sending a strong and visible message: cleanliness starts with us.
The campaign aims to encourage residents to take pride in their environment, promote behavioural change towards
littering and illegal dumping, strengthen community partnerships and collective ownership of public spaces, and restore
dignity to our towns and townships through regular, visible action.
While the clean-up sessions focus on removing litter, clearing illegal dumping, and enhancing the visual appeal of urban
areas, the broader goal is to influence attitudes and inspire a shared commitment to maintaining clean, safe, and
attractive public spaces.
This initiative is not merely a symbolic gesture—it is a practical, hands-on intervention that highlights the
Municipality’s unwavering commitment to service delivery and environmental health. Clean towns are safer, more
dignified, and more conducive to investment, tourism, and an improved quality of life.
Residents, businesses, schools, churches, civic organisations, and youth groups are strongly encouraged to participate.

Importantly, this campaign complements the Ward-to-Ward Service Delivery Programme, launched in May 2024, which focuses

MATJHABENG LOCAL MUNICIPALITY
PROJECT UPDATE: CONSTRUCTION OF 3KM PAVED ROAD.
The Matjhabeng Local Municipality continues to prioritise infrastructure development as a key driver of service delivery
and economic upliftment. As part of this commitment, the Executive Mayor Thanduxolo Khalipha handed over a 3-kilometre
paved road in Ward 15, aimed at improving mobility, accessibility, and the overall quality of life for residents.
The project commenced on 6 May 2024 and is expected to be completed by 26 June 2025. The total project value is above
Twenty Five Million Rand, inclusive of the contractor appointment amount....
In line with the Municipality’s goal to create jobs and empower local businesses, the project employed 33 local workers
and has appointed two local SMMEs, to participate in the implementation of the work.
This approach not only strengthens local economic development but also ensures community ownership and involvement in
public projects.
This road construction initiative is a testament to the Municipality's proactive approach to service delivery and its
mission to build inclusive, resilient, and sustainable communities across Matjhabeng.

MATJHABENG LOCAL MUNICIPALITY DEMONSTRATES STRONG COMMITMENT TO RESOLVING SEWER CHALLENGES
During his visit to the Matjhabeng Local Municipality on Tuesday, Deputy President Paul Mashatile was taken to the Thabong Wastewater
Treatment Works (WWTW) — a key site in the ongoing ministerial intervention to address longstanding sewerage challenges in the region.
This intervention follows the municipality’s declaration as a disaster area in 2021, due to widespread sewer infrastructure failure.
The Municipality has shown unwavering commitment to tackling these issues by actively seeking financial support from both the
Provincial and National Governments. ...
These efforts are focused on restoring, upgrading, and modernising Matjhabeng’s vandalised, aged, and non-functional sewer
infrastructure — including wastewater treatment facilities, pump stations, and the broader sewer network.
One of the cornerstone projects under this intervention is the Thabong Wastewater Treatment Works Refurbishment –Phase 1B, which is
currently being implemented by HWA Engineers and Project Managers, with a total project value of over R128 million (including VAT).
The project commenced on 18 October 2023 and was originally scheduled for completion by 5 December 2024, but has since been extended
to this year to allow for more comprehensive refurbishment.
Despite minor delays, the Municipality is pleased to report that 74% of the work is complete, with over R47 million already invested
to date.
The scope of work includes:
• Installation of BNR aeration basins with six aerators
• Construction of anaerobic basins with seven mixers
• Installation of degritter submersible pumps, pipelines, manholes, MCC panels, division boxes, and roof structures
In addition, local economic empowerment is being prioritised through job creation and skills development opportunities.
Key activities currently underway include:
•Procurement of equipment for laboratory refurbishment
•Construction of drying beds
• Installation of chlorine dosing systems
• Structural repairs to the administration building
This project stands as a testament to the Municipality’s proactive approach and its determination to restore dignity to communities
affected by sewer spillage and infrastructure failure.
The Executive Mayor and Council remain resolute in their mission to build a healthier, more sustainable Matjhabeng for all residents.
