Matjhabeng MAYCO Meets to Accelerate Service Delivery and Good Governance.
Yesterday, the Executive Mayor of Matjhabeng Local Municipality, Cllr. Thanduxolo Khalipha, chaired a critical meeting
of the Mayoral Committee (MAYCO) to deliberate on a series of reports geared toward accelerating service delivery,
improving infrastructure, and driving community development throughout the municipality.

In his opening remarks, Executive Mayor Khalipha announced key acting appointments made by Council to strengthen the
leadership structure of the institution. Ms. Laurreta Williams has been appointed as the Acting Municipal Manager, Mr.
Themba Mnisi as the Acting Director for Community Services, and Mr. Galeboe Mokgatle as the Acting Director for Human
Settlements and Spatial Planning.
The Mayor extended sincere gratitude to Mr. Thabo Panyani for his dedicated service during his term as Acting Municipal
Manager, commending his commitment to institutional strengthening and operational stability.
He also acknowledged the collective effort of the delegation that represented Matjhabeng at the Portfolio Committee of
Cooperative Governance and Traditional Affairs (COGTA), which included representatives from the Speaker’s Office, the
Office of the Executive Mayor, and the Acting Municipal Manager’s Office.
“We must take seriously the recommendations raised by both the Portfolio Committee of COGTA and the Standing Committee
on Public Accounts (SCOPA), and move swiftly to implement corrective measures. This calls for unity and coordinated
effort across departments. We are Team Matjhabeng, and we must work as one,” said Mayor Khalipha.
As South Africa celebrates Women’s Month, the Mayor paid tribute to the historic contribution of women in the struggle
for freedom and democracy.
He emphasised that the sacrifices and bravery of women who fought against the oppressive regime continue to inspire the
nation. He called on all women employees of Matjhabeng to draw strength from these heroines, asserting that their role
within the institution remains pivotal and that their dignity and contributions must be honored and respected at all
times.
Key priorities highlighted during the MAYCO meeting included the finalisation of the municipality’s annual financial
statements within the stipulated deadlines, and the treatment of the Auditor-General’s recommendations as a standing
item in all committee meetings.
In alignment with the Financial Recovery Plan, the municipality will also roll out 30,000 smart meters during this
financial year as part of intensifying Operation Patala—an initiative aimed at improving revenue collection and
servicing municipal debts to entities such as Eskom and Vaal Central Water.
The Mayor issued a clear directive for weekly departmental meetings to assess and track performance, align plans, and
improve responsiveness.
Departments will also be required to submit detailed service delivery reports during War Room meetings, including
headcounts and performance indicators.
A strong stance was taken on ethical governance, with the municipality reiterating its zero tolerance for corruption.
While an internal probe into the Expanded Public Works Programme (EPWP) has been concluded, an independent forensic
investigation company has now been appointed to ensure transparency and accountability.
Additionally, the municipality reaffirmed its continued support for community empowerment initiatives, such as the Zuka
Baloyi Foundation and other similar organisations.
Among the reports presented for deliberation were submissions from the Infrastructure Department, Finance Department,
Strategic Support Directorate, Corporate Support Services, and Local Economic Development.
The Executive Mayor and the Mayoral Committee reaffirmed their commitment to addressing service delivery backlogs,
improving financial sustainability, and fostering a community-centered, accountable administration.
These strategic sessions remain essential in ensuring effective governance and the long-term development of Matjhabeng
Local Municipality.

The Office of the Executive Mayor, Cllr. Thanduxolo Khalipha, hosted a Men’s Dialogue under the theme: “Reclaiming Our
Role: Men Taking Responsibility in Building Safer, Healthier Communities.”
The dialogue, held yesterday at the Thabong Far-East Multi-Purpose Centre, created a vital platform for men from all
walks of life to openly reflect on their role in society and the responsibility they carry in shaping families and
communities....
Fathers, young men, community activists, the business community, and public servants came together to engage in
meaningful discussions that addressed some of the most pressing social challenges.
Key topics of engagement included gender-based violence prevention, responsible fatherhood, men’s mental health,
substance abuse, crime prevention, and youth mentorship. These issues, which directly impact families and the broader
community, were tackled with honesty and a shared vision for change.
The dialogue encouraged participants to not only identify the challenges but also to commit themselves to practical
solutions that begin within households and extend into communities.
The event featured an esteemed panel of speakers, including Dr. Bishop Sekete, Mr. Mashiya from Safer South Africa,
General Afonso from SAPS, the Department of Health, and other sister departments.
Their collective insights highlighted the importance of collaboration between government, civil society, and the
community at large in addressing issues that undermine social cohesion and public safety.
Panelists placed strong emphasis on men reclaiming their role as protectors, nurturers, and mentors while prioritizing
their own health and wellness.
Cllr. Khalipha emphasised that the Municipality remains committed to creating safe spaces where men can dialogue,
reflect, and be challenged to rise as positive role models.
“Building safer, healthier communities starts with men taking responsibility for their actions, leading by example, and
supporting one another to break cycles of violence,
neglect, and abuse,” he said.
The dialogue ended with a call to action for men to be more actively involved in community initiatives, to stand against
all forms of violence, and to invest in the wellbeing of the youth as future leaders.
By reclaiming their role, men can become catalysts for sustainable change, ensuring that Matjhabeng grows into a
community that is safe, healthy, and inclusive for all.
