The Municipality has noted with concern the ongoing challenge of heavily blocked sewer lines caused by the illegal
dumping of foreign materials into manholes. Recently, the Sewer Team in Thabong Ward 17 had to remove solid waste, steel
objects, and other non-sanitary items that do not belong in the sewer system.

These materials caused severe blockages and spillages that affect both the community and the environment.
We remind residents that only wastewater and toilet waste should go into the sewer system. Dumping of foreign materials
such as rags, steel, plastics, and solid waste into manholes damages infrastructure, causes blockages, and leads to
health hazards in our communities.
The Municipal Sewer Team will continue clearing the remaining waste until the lines are flowing normally again. However,
lasting solutions depend on the cooperation of all residents.

Teams from the Community Services Directorate are currently conducting a cleaning campaign in Ward 7, Albany, Virginia.

Response to Speculation Regarding the EPWP Programme.
The Matjhabeng Local Municipality has noted with serious concern the recent media reports and public speculation
regarding the management of the Expanded Public Works Programme (EPWP), particularly in relation to the reimbursement of
its participants....
On Friday (25 July 2025), the Political Leadership and Senior Management of the Municipality appeared before the
Portfolio Committee of Parliament to account on various matters. During this session, concerns related to the
administration of the EPWP were formally raised.
In response, the Executive Mayor of Matjhabeng, Cllr. Thanduxolo Khalipha, committed to launching a thorough internal
investigation into the matter.
A comprehensive report detailing the Municipality’s management of EPWP-related activities will be compiled and submitted
to the Portfolio Committee for review.
As part of our unwavering commitment to transparency, accountability, and good governance, the Municipality has also
resolved to submit this report to the following offices within 14 days:
* The Chairperson of the Portfolio Committee of Parliament
* The Premier of the Free State Province
* The MEC for Cooperative Governance and Traditional Affairs (COGTA), Free State
* The MEC for Public Works and Infrastructure, Free State
* The MEC for Finance (Free State Provincial Treasury)
We believe that good governance requires responding timeously to issues raised by oversight bodies and strengthening
internal systems to prevent any future administrative lapses.
While we welcome the decision by the Minister of Public Works and Infrastructure to initiate a formal investigation into
this matter, we are deeply concerned by the decision to suspend EPWP funding to the Municipality before the conclusion
of the investigation and the release of its findings.
Such a decision, taken ahead of due process, has significant implications for many of our residents who rely on the EPWP
for temporary employment and essential income support. It also places undue pressure on the Municipality’s capacity to
deliver on its developmental mandate.
We therefore respectfully appeal to the national Department of Public Works and Infrastructure to ensure that all
related processes moving forward are fair and consultative.
Decisions of this nature benefit from cooperative engagement and alignment across all spheres of government.
The Matjhabeng Local Municipality remains committed to upholding the values of accountability, ethical leadership, and
responsive governance.
We believe that constructive intergovernmental collaboration is essential in addressing challenges and advancing the
well-being of our communities.
At this stage, the Municipality will refrain from making further public comments until the internal investigation has
been concluded and the final report has been submitted to the relevant authorities.
The report will be made public after the 14-day submission period.

WATER SUPPLY UPDATE

Dear Residents,
The Matjhabeng Local Municipality would like to inform the public about the latest developments regarding the ongoing
water restoration efforts, as communicated by Vaal Central Water.
This morning, during line-filling, the team discovered that a scour valve on the pipeline was partially closed. Due to
high water pressure in the line, gaining access to the valve proved difficult.

To manage the water levels, an additional pump was sourced from Harmony Mine. Upon further inspection, it was found that
the valve was actually stuck in a semi-closed position.
To avoid delays, the team has collected a replacement valve from Balkfontein, which will be installed in series with the
existing valve.
This will help reduce turnaround time, even though the pipeline is still partially full.
Please note that the second pipeline continues to supply 60 megalitres per day (ML/d) since midnight on 23 July 2025.
