Today, Professor Brian Nakedi of the Public Service Commission (PSC) presented the Municipal Turnaround Strategy
during the Matjhabeng Local Municipality 2025 Strategic Planning session.
He emphasised the need for local governance systems that promote democratic values, accountability, and sustainable
service delivery, as outlined in the Constitution’s Section 152(1). Prof Nakedi highlighted ongoing challenges,
including unethical behavior, neglect of service delivery, and financial mismanagement.
He discussed the Professionalisation Framework, aimed at building a merit-based public administration aligned with
the National Development Plan (NDP), but noted delays in its implementation due to missing legal frameworks and
unclear roles....
Key focus areas include role clarity, regulatory frameworks, and prioritising occupations for professionalisation.
Prof Nakedi also stressed the PSC's central role in reforming local governance and its proposed bill to extend the
PSC’s mandate to local government and state-owned enterprises.
He called for better coordination across government spheres to tailor the Professionalisation Framework to local
needs, ensure policy clarity, and allocate sufficient resources.
In conclusion, Prof Nakedi urged thoughtful implementation of professionalisation, ensuring all foundational elements
are in place. Strong coordination across government levels is crucial to improve local governance and better serve
communities.
