Matjhabeng Local Municipality, 26 March 2025 – The Acting Executive Mayor, Cllr. Hlobohang Mokhomo, alongside
Acting Municipal Manager, Mr. Thabo Panyane, formally welcomed the National Council of Provinces (NCOP) Select
Committee on Human Settlements, chaired by Mr Albert Seabi as they embarked on an oversight visit to assess
progress on key infrastructure and housing projects in the municipality.
The visit forms part of the NCOP’s broader mandate to monitor the implementation of catalytic projects spearheaded
by the Free State Government. The delegation’s primary focus is to evaluate the status of ongoing human settlements,
water, and sewer infrastructure projects within Matjhabeng.
In his address, Cllr. Mokhomo acknowledged the significant challenges facing the municipality, particularly in the
area of sewer infrastructure. He outlined the municipality’s strategic plan to address these issues, highlighting
current and upcoming interventions aimed at improving service delivery and living conditions for residents.

Adding to the discussion, Acting Municipal Manager Mr. Thabo Panyane provided a comprehensive presentation detailing
the progress and setbacks of various human settlement projects. As part of their oversight mission, the NCOP Select
Committee visited the following key projects:
• Rheeder Park Human Settlements Project
• Matjhabeng: Water and Sewer for 800 sites in Thabong Ext 25
• Homestead (Phase) Bronville Water and Sewer Project
• K10 Informal Settlements Development

MEC for GOGTA and Human Settlements Saki Mokoena, Executive Mayor Gregory Nthatisi, the Head of Department Adv. Tumelo
Phahlo welcomed the National Council of Provinces (NCOP) Select Committee on Human Settlements today, 24 March 2025.
The delegation is conducting a week-long oversight visit in the province to assess progress made on various catalytic
projects undertaken by the Free State.
Addressing the delegation, MEC Mokoena stated that although the province had a sizeable package of blocked projects,
there were areas where commendable inroads had been made.
He further added that plans were afoot to ensure noticeable progress would be evident by end of May on projects that had
been stalled for long periods among these including G-Hostel and Dark and Silver City projects in Matjhabeng Local
Municipality and Mangaung Metropolitan Municipality respectively....
The visit follows Minister Thembi Simelane's oversight visit which took place almost two weeks earlier where she
indicated that she would frequent the province quarterly to oversee the completion of the projects.

* Hillside View Development
* Majwemaswe Ext 5 Water and Sewer Project
* Rheeder Park Human Settlements Project

Anniversary of the South African Democratic Teachers’ Union (SADTU). In his speech, he highlighted SADTU’s unwavering
commitment to advancing education and improving society over the past three and a half decades.
He emphasised the vital role educators play in shaping a just and equitable future, acknowledging their sacrifices,
particularly in township schools where they continue to uplift learners despite significant challenges.
The Mayor also reflected on the Lejweleputswa District Education Awards Ceremony, where the resilience and dedication of

Aligning the anniversary with Human Rights Month, he reiterated the importance of ensuring that every child has access
to quality education in a safe and inclusive environment.
He echoed the words of Nelson Mandela, emphasising that the fight for quality education is inseparable from the broader
struggle for social justice.
Cllr. Mokhomo extended his heartfelt gratitude to SADTU and all educators for their tireless dedication, reaffirming the

Matjhabeng Local Municipality today welcomed an oversight visit conducted in terms of Section 139 (5) (a & c) of the
Constitution.
This visit forms part of a broader intervention aimed at assessing governance, service delivery, and financial recovery
efforts within the municipality.
The primary objective of the visit was to engage with both internal and external stakeholders, creating a platform for
dialogue on constitutional, procedural, and substantive matters arising from the application of Section 139 (5) (a & c).
Through these engagements, the visiting delegation sought to gather insights, evaluate municipal challenges, and assess
the effectiveness of current intervention measures.
The delegation commenced its program in Ward 34, where they inspected a major infrastructure project currently in
progress. This site visit provided an opportunity to evaluate the project’s impact on local communities and ensure
alignment with the municipality’s service delivery commitments....
The Acting Executive Mayor, Cllr. Hlobohang Mokhomo, together with the Acting Municipal Manager, Mr. Thabo Panyani,
presented an overview of ongoing projects in Matjhabeng, highlighting both challenges and progress in improving
municipal service delivery.
The oversight visit was led by the Select Committee on Cooperative Governance and Traditional Affairs (COGTA), chaired
by Honourable TM Kaunda. Accompanying the committee were delegations from the South African Human Rights Commission
(SAHRC) and SALGA Free State, who presented key findings from their report on the state of service delivery in Free
State municipalities.
A range of stakeholders, including representatives of women, youth, people with disabilities, businesses, Organised
Labour Organisations and political parties in the Matjhabeng Council, were given an opportunity to raise issues
affecting their respective sectors.
