The Matjhabeng Local Municipality is intensifying its Operation Patala campaign as part of a collective effort to
strengthen revenue collection and improve service delivery across all communities.
In a high-level meeting held on Monday, Executive Mayor Thanduxolo Khalipha, Members of the Mayoral Committee (MMCs),
Councillors, and Senior Municipal Management came together to adopt aggressive and targeted strategies aimed at
enhancing the Municipality’s financial position and ensuring the long-term sustainability of essential services for both
residents and businesses....
As part of the agreed approach, cut-off notices will be issued to households, businesses, and institutions with
outstanding municipal accounts.
The Municipality will proceed with service disconnections for non-paying customers—including tuck shops, business
premises, and others who continue to default despite their ability to pay.
The intensified campaign will particularly focus on employed residents in townships, government and private sector
workers, and individuals operating in both formal and informal sectors who are not complying with payment obligations.
Councillors and municipal employees have been collectively urged to lead by example by ensuring their own municipal
accounts are fully settled by 1 July 2025.
Tenants in municipal rental stock will also be required to meet their rental obligations in full. Additionally,
engagement is underway with church leaders, school principals, and School Governing Bodies (SGBs) to ensure
institutional debts are honoured.
All municipal departments have been tasked with playing an active role in the revenue collection drive. Formal notices
will also be issued to government departments, with a clear expectation that all outstanding accounts be settled by 30
June 2025.
To reinforce financial discipline, the Municipality will be approaching National Treasury for both technical and
financial support to bolster revenue enhancement strategies. Revenue collected through Operation Patala will be
prioritised for payments to critical service providers, including Eskom and Vaal Central Water, while also supporting
broader service delivery improvements across all wards.
The Municipality remains mindful of the economic hardship faced by some residents and continues to implement its
Indigent Support Policy, which provides qualifying households with 50 kWh of electricity and 6 kilolitres of water per
month free of charge. However, usage beyond these thresholds will be billed, and continued non-payment may result in
disconnection.
This approach is designed to protect the most vulnerable while ensuring those who can afford to pay contribute fairly.
As part of a broader Service Delivery Campaign, ward councillors have been tasked with mobilising communities and
fostering a culture of payment.
Each ward is expected to meet a minimum revenue collection rate of 50%, which is vital for funding infrastructure
maintenance and service delivery projects.
This collective leadership approach reaffirms the Municipality’s commitment to transparency, accountability, and good
governance. However, it is only through the cooperation and responsibility of all stakeholders—including residents—that
meaningful service delivery can be achieved and sustained.

Ben Regal Pump Station – A Step Towards Improved Sanitation in Odendaalsrus
The Matjhabeng Local Municipality, through Ministerial intervention, is making significant strides in upgrading
critical infrastructure to address long-standing sanitation challenges in the region.
One of the key projects currently underway is the refurbishment of the Ben Regal Pump Station in Odendaalsrus.
This intervention forms part of a broader strategy to combat sewer spillages and restore the full functionality of
wastewater systems across Matjhabeng....
The municipality acknowledges the distress and inconvenience caused by sewer overflows and remains committed to
implementing lasting solutions through targeted investments and intergovernmental collaboration.
The refurbishment at the Ben Regal Pump Station includes the upgrading of mechanical components, improving pump
efficiency, and ensuring the station can reliably manage the increasing sewage load from surrounding communities.
Once fully operational, this upgrade will significantly reduce sewer blockages and associated environmental health
risks.
Residents are encouraged to support these efforts by reporting any acts of vandalism against this critical
infrastructure and by refraining from disposing of foreign objects into the sewer system.
